Why MeDCare Matters

The healthcare and medical technology sectors in Tunisia are experiencing significant transformation, driven by digital innovation and the growing need for specialized technical skills.

This evolution demands a responsive and well-aligned vocational education and training (VET) system that can effectively prepare technicians and professionals in medical imaging, biomedical equipment maintenance, and healthcare technology management.

The Torino Process System Monitoring Report (2023) confirms that Tunisia performs well in VET accessibility but highlights the need to improve the quality and relevance of training programs, incorporating digital skills, sustainability, and climate change awareness.

Reducing Healthcare Professionals' Migration

Tunisia faces significant challenges with healthcare professionals seeking opportunities abroad. MeDCare addresses this by improving training quality, upgrading VET curricula, and offering internationally recognized qualifications that create attractive career paths and opportunities within Tunisia’s healthcare sector.

The project’s “communicating vessels” framework views career mobility as rational choices rather than problematic “brain drain,” creating conditions that make local careers genuinely competitive.

Accelerating Healthcare Digitalization

The Tunisian healthcare system is at a turning point, facing technological transitions that require new competencies. Digitalization aims to simplify healthcare procedures, implement remote appointment platforms, and create unique shareable medical records.

MeDCare responds by developing new digital and biomedical competences, integrating VR and AI-based learning, implementing blockchain credentialing, and equipping VET institutions with modern infrastructures and skilled trainers.

Training VET educators to deliver high-quality biomedical technology training using VR-based methodologies and state-of-the-art teaching competencies.

Pilot Implementation & Certification

Launch of the training program with 40 VET students certified with micro-credentials and blockchain-based digital badges compliant with Europass.

Sustainability Strategy

MeDCare is designed to generate lasting impact through knowledge sharing, tools, and professional networks that continue beyond the project’s duration.

Institutional Sustainability

A Memorandum of Understanding between ITS, Elemtiez, and ATFP establishes governance, quality standards, and long-term cooperation. ATFP will integrate the programme into Tunisia's official VET offer.

Educational Sustainability

The EQF5 curriculum will be embedded within Tunisia's national VET system, delivered by at least 20 trained Tunisian teachers using MeDCare's methodology and digital tools.

Technological Sustainability

The SHIFT e-learning platform, enhanced with VR and AI-supported materials, remains active as an open-access environment with digital resources and blockchain credentialing tools.

Financial Sustainability

Open-source tools and materials ensure multiplier effects without licensing costs. Partner institutions commit to maintaining infrastructure through existing educational budgets.

Environmental Sustainability

Digital-first approach minimizes travel and paper use through hybrid learning and online dissemination. Virtual tools reduce material waste and support greener educational practices.
